II) PCR |

2.
The PCR with its
command and control structure acts as nerve centre for Delhi Police to
receive all communications concerning distress calls from public, law and
order scenario and to direct local police to respond to these situations. The communication
network in CPSR consists of 54 wireless sets. Its main functions is to receive and respond to the public in
distress who call telephone NO. 100.
There are 45 telephone lines for this purpose. The call received on 100 Number are
distributed through automatic all distribution system. On receipt of distress calls, PCR Vans are
accordingly directed to deal with the situation. The response time in the city is 7 to 10 minutes whereas in
outlying areas is 10 to 15 minutes. |

III) LICENSING |

A) ISSUANCE OF ARMS LICENSE |

Applicant collects the Application Form from Reception |
Blank forms available at the reception. |

Applicant fills the form and submits at Counter 1/2/3 (Range wise) |

The character and antecedents report of applicant and suitability of place from fire safety and means of escape point of view are asked from local police and fire department. Incase of commercial area cases like hotels / motels the suitability of place from law & order / traffic point of view is also asked from local police and traffic police. |

On receipt of clearances / NOCs from local police, fire department etc. the case of applicant is referred to MCD Health Department for issue of trade licence to the establishment. |

On submission of trade licence from MCD by the applicant, the establishment is inspected by the officers of licensing, and licence under the regulations for keeping places of Public Entertainment in U.T. Delhi-1980 is issued to the applicant |

After grant of licence, he licensee applied for renewal of licence every year in March and licence is renewed if the NOCs of local police and fire department are valid. If not, fresh NOCs are obtained. |

Notice- The notices for traffic violations are issued only after the receipt of notice slip duly filled up by Gazetted officer/field staff of traffic police in which the number of the vehicle, colour, make, date, place and time are noted down in prescribed proforma. These notice slips are scanned by computer and editing of each notice is also done manually. Then only the notices are issued to the registered owner of the vehicles as per record in the databank. Through the notice itself 15 days time is given to the defaulter to explain or contest it. He is free to accept the violation or make representation to Traffic Police or contest in the courts. Specially designated courts of Special Magistrate/Traffic (21 in Nos.) are working at different places for this purpose. Challan- (1)Compounding Challan- for which a traffic rules violator pay fine on the spot. (2) Court Challan- for which documents i.e. licence/RC is seized by traffic police officers and sent to concerned court. |
