Particulars of organization, functions and duties

1.       Aims and objectives of the organization:-           

The purpose of Delhi Police is to uphold the law fairly and firmly; to prevent crime; to pursue and bring to justice those who break the law; to keep the peace in partnership with the community; to protect, help and reassure the people. 

2.               Mission / Vision :- 

To deliver highest standard of progressive innovative, sensitive and responsive policing services in Delhi. To ensure that Delhi and National Capital is a safe place to live, visit and do business

3.       Brief History and background for its establishment  :-  

 The concept of policing in Delhi is as old as the history of Delhi itself.  Life being relatively more complex and delicate, the rulers of Delhi in one or the other form always kept a force to regulate its affairs and preserve its law and order.  The force was ordinarily lodged in a Fort (kot) under an officer called ‘Kotpal’ which later on came to be called ‘Kotwal’.  To make the movements on highway safe something like the present police post seem to have been set up there at some strategic points.  These were called ‘Sthanas’ which  later on called ‘Thanas’.  The Kotwal was the Head of the Police System.  He was a direct appointee of the King.  The Kotwal was supposed to make the city crime free and maintain the law and order.  The Kotwal and his system of policing continued to remain in place  during medieval period.  The first Kotwal of Delhi (1237) was Malikul Umara Faqruddin and the last Kotwal of Delhi was as Sh. Gangadhar Nehru (1857).  After the First War of Independence, the British Monarch took over British India under his direct control and police was also became the subject of the British Administration.  The police was re-constituted under the Police Act, 1861 which continues to be the guiding law in India even today. The first major re-organisation of the force took place in 1946.  On 16th Feb 1948, the Delhi Police was placed under the charge of an IGP exclusively responsible for maintenance of law and order in the city.  In 1978 the Delhi Police Act  was passed and the Commissioner of Police system was introduced w.e.f. 1.7.1978.  Since then,  the Commissioner of Police, Delhi has been heading the Delhi Police. 

 4.       Structure of the department:-

The Headquarters of the Delhi Police is located at Indraprastha Estate, New Delhi -110002.  Delhi Police is headed by Commissioner of Police, who is an IPS Officer of Director General Rank.   There are 12 Special Commissioners of Police, 16 Joint Commissioners of Police, 16 Addl. Commissioners of Police, 79  Deputy Commissioners of Police/Additional Deputy Commissioners of Police including JAG and 243 ACsP and  a  very large number of other police officers/men to assist him. 

 

5,6,7. Allocation of business, duties performed to achieve the mission & details of services rendered:-

Delhi was trifurcated in three ranges (New Delhi Range, Southern Range, Northern Range) and further into 11 Districts and 54 Sub-Divisions and 1s61 Police Stations for the purpose of maintaining law & order and the work of above three ranges have been further divided into four ranges i.e. South-Eastern Range, South-Western Range, Central Range and Northern Range  w.e.f. 15.2.2012 and  Each range is headed by an officer of the rank of Joint Commissioner of Police and the District is headed by a Addl. Commissioner of Police/Deputy Commissioner of Police.

II)       LICENSING: - The Licensing Branch of Delhi Police is currently functioning from the first floor of Police Station – Defence Colony, New Delhi under the supervision of an Addl. Commissioner of Police.  He is responsible for granting licenses/permission/NOC for: -

c.                 NOCs for Petrol pumps/CNG/LPG stations.

d.                 Storage of Poisons & Sulphur.

e.                Guest Houses/Motels/Hotels etc.

The Crime Wing of Delhi Police is functioning at 2nd floor,  Police Station Kamla Market, Building, Delhi under the supervision of a Deputy Commissioner of police and deals with specialized cases which fall in any of the following categories:-

STOLEN VEHICLE IDENTIFICATION SERVICE 

On line search facility of Stolen Vehicle Identification Service has already been provided on the Home Page of Delhi Police Website, under the Icon “Stolen/Unclaimed Vehicle”.  The user can check the status of stolen/unclaimed vehicle of different parameters viz. “Regn. No. or Engine No. or Chassis Number by using websites mentioned below:-

 SHORT MESSAGE SERVICE

Through the SMS No. “9811599901” general public can make enquiries regarding stolen vehicles unclaimed vehicles on the basis of either Registration Number, Engine Number or Chassis Number. Passport verification status enquiry and Delhi Police telephone Number enquiry from their cell phones:-

(i) The Unit is mainly responsible for :-

1.           Providing safe and smooth flow of traffic on Delhi roads.

2.            Preventing road accidents.

3.            Effective enforcement of traffic rules and regulations.

4.            Inculcating a sense of discipline amongst road users and educating the general public including school children, on road safety.

5.            Ensure smooth and secure traffic movement for special occasions and VIP movements with minimal inconvenience to public. 

(ii)Besides regulating traffic the unit is also responsible for :- 

1.            Rendering assistance to public in various stressful conditions such as prompt first aid to road accident victims.

2.            Assisting and advising various agencies in coordinated development of infrastructure for safe and smooth flow of traffic.

3.            Protection of environment by taking appropriate steps for prevention of noise and air pollution.

4.            Encouraging participation and involvement of public in traffic management and regulation.

5.            Arrangements for various functions in the city.

6.            Granting of permission for road cutting, road digging, processions and other miscellaneous functions.

7.            Website information on traffic related matters.

8.            Imparting traffic training in parks to schoolchildren.

9.            Promotion of road safety through-mobile exhibition van, painting competitions, skit competitions, essay competitions, debates etc.

10.          Granting of N.O.C. for speed breakers.

11.          Installation of traffic signals/blinkers/timers.

12.          Issue of permissions to commercial vehicles to ply in “No Entry Zones”.

13.          Issue of N.O.C for ‘No Challan Due’ etc.

14.          Notification of Taxi Stands.

15.          Smooth functioning of Pre-paid Taxi/TSR booths.

(iii) Rights/facilities available to persons violating traffic rules/regulations

 a.         Compounding the traffic offence at the spot and pay the prescribed compounding amount to a traffic police officer without going to court.

              SMS traffic information dissemination service for traffic diversions, traffic signal failures, congestion on any road, road accidents details, notice details etc. on phone number 9811452220. 

               Traffic information dissemination is also available on FM Band of the Radio.

VI)     SPECIAL BRANCH:- 

Besides collection of intelligence, Deputy Commissioner of Police, Special Branch having office at Delhi Police Bhawan, Asaf Ali Road, is also responsible for following assignments:- 

                  The work of verification of the passport is done by field staff of various zones through  APP Branch.  There are four District Passport Centers in the whole of Delhi which work under APP/Branch. One DPC situated in Delhi Police Bhawan building is ISO certified. Each DPC (Shakar Pur, Pitampura, Nehru Place) collects the passport applications from the aspirants seeking a passport and then applications are verified/enquired by the specially designated officers deployed in the zones.   There are 11 Zones in all over Delhi, which verify the applications.  After verification of the character and antecedents and compilation of various information’s about the applicants, the same are sent to Regional Passport Office for final disposal.  The verification is conducted within 21 days and all precaution is taken that the procedure remains transparent.   Apart from above the verification of passports requested by the states/countries is also done by APP Branch.  To ensure the transparency and check the corrupt practices with generally creep in the system, feed back system has been introduced in the branch.  Applicants are supposed to send their feed back about the behavior of enquiring staff.  The inland letters are being sent to the applicants who respond their experiences. The feed back registers are also kept at DPC counters for the public so that they can write/share their experience and lodge a complaint, if any.                 

·        STATUS KNOWING FACILITY 

                The passport applicants can send E-Mails on the websites of Senior Officers to know the present status of their passport applications and ACP/APP & Inspr./APP will ensure that  a reply to this effect is sent to them on       E-Mail etc. at the earliest. Beside this applicants also get status through SMS services i.e. send SMS (PV_____file No Year (last two digit) to Mobile No. 9811599901.              

                  DPC Aasf Ali Road providing safe, smooth functioning and good environment for depositing the applications of passport (Fresh/Expiry Reissue passport).

·        CVR BRANCH

The Character verification record section of Special Branch of Delhi Police deals with the verification of character and antecedents of candidates appointed in Government/Semi Government and Public Sector Undertakings.  Character and antecedent verification of private firms including its proprietor/directors also done on the request of government organizations like BCAS and Armed Forces after obtaining charges.  The section would also conduct re-verification of those posted at sensitive posts.  This section supervised by ACP/CVR of Special Branch assisted by Inspr./CVR-SB.  There are 11 Zones in all over Delhi, which verify the applications, after verification of character and antecedents and compilation of various information about the applicants, the same are sent to the concerned Government/Semi Government and Public Sector Undertakings agencies. The verification is conducted within 21 days (Govt. of India’s instructions is for six weeks) and all precaution is taken that the procedure remains transparent.                     

·        STATUS KNOWING FACILITY

The present status of Character Verification enquiries to the individual/representative of firm, who comes to this office for the said purpose between 2.00 PM to 3.00 PM on all working days from CVR Branch, Delhi Police Bhawan, Asaf Ali Road, Delhi and through 011-23236234.

 

VII)           DELHI ARMED POLICE       

a.                GUARDS FOR BANKS AND POST OFFICES

You can approach Deputy Commissioner of Police, 1st Bn. DAP, Delhi having office in Administrative Block of New Police Lines complex, Kingsway Camp, Delhi- 110009 for provision of guards for banks and Post offices on any working day during working hours from 9.30 A.M. to 6.00 P.M. 

b)         PROVISION OF BAND ON PAYMENT

 If you are desirous of utilizing Delhi Police Band on any occasion, on payment, you can approach the office of Deputy Commissioner of Police, 1st Bn.DAP, Delhi at New Police Line complex, Kingsway Camp, Delhi-110009 (Tel:- 011-27459678) subject to availability of band on the scheduled date. 

 c)     Producing of UTPs to various Jails :- 

The duties of police personnel of 3rd Bn. DAP are to produce the Under Trial Prisoners (UTPs) lodged in various jails of Delhi before the Hon’ble Courts of Delhi as well as other states of India.  Moreover, guard is also provided for custody parole, OPD treatment and admission of a UTP in a hospital. 

(IX) POLICE CONTROL ROOM :-   

The Police Control Room of Delhi Police is having a fleet of 622 PCR Vans located at different static points all over the capital besides 161 Omni Motor Cycles for patrolling in crime prone areas. Any person in distress can report his/her complaint with the  MPV and the MPP Staff forward it to the concerned police station and also take necessary action at their own level.  Any person in distress can pass on the information about the commission of crime to Police Control Room on Telephone No.100.  Under the normal circumstances the PCR van will take 10 to 15 minutes to reach the place of occurrence.  They also provide assistance to the passengers of the breakdown vehicles at odd hours and help the stranded passengers to reach their destination.  Delhi Police also have a round the clock HELP LINE facility available for women victims at Telephone No. 23317004, 23411091 & 1091. To help Senior Citizens and Students, Delhi Police also have a round the clock help line at Telephone Number 1291.  This helpline is manned by lady officers.  In case counseling/guidance alone is not sufficient, but immediate help to the victim is required, the nearest Police Control Room Gypsy is sent to the residence of the caller/victim and if necessary the victim is taken to the Hospital or necessary police assistance is extended as per the requirement of the situation. The Police Control Room also provides information on stolen vehicle and missing persons. 

X)               SPECIAL POLICE UNIT FOR WOMEN & CHILDREN

CRIME AGAINST WOMEN CELL  (011-26883769) 

          Special Police Unit for Women & Children (SPUWC) is the central agency co-ordinating Crime Women Cell in the eleven districts of Delhi Police which deal with women related crimes like dowry deaths, harassment on account of dowry demand etc. It is headed by an officer of the rank of Joint Commissioner of Police and assisted by Deputy Commissioner of Police, SPUWC, having its office at Nanakpura, South Moti Bagh, New Delhi with telephone No. 011-26883769.  SPUWC and the eleven Crime Women Cells in the districts also provide counseling facility to the women victims and also entertain cases relating to obscene posters and pictures. The Unit has a Women Police Mobile Team for round the clock response to deserving women helpline cases.  A Police Station namely PS Crime Women Cell, has also started at its premises in Nanakpura, where cases (women related) u/s Indian  Penal Code are got registered. 

SELF DEFENCE  

          A sub-unit, namely Self Defence is also working at the premises of SPUWC/Nanakpura, New Delhi, which provides Self Defence Techniques Training to the girls/women of Delhi particularly with a view to enabling them to fend off criminal and anti-social elements. The Training Programmes are organized in schools/colleges  from time to time and Summer Camps are held at selected centers.  

GENDER SENSITISATION 

          Special Police Unit (Women & Children),(formerly known as CAW Cell), Nanakpura organize training programme for Gender Sensitization of Police Officers, which is a continuous exercise.  This exercise is aimed towards improving our response towards women victims.  It also introduces the supervisory officers to the new trends on problems of women and the possible remedies.  Regular deliberations are held with NGOs, Delhi Commission for Women, Delhi Legal Services Authority etc. in order to solicit their views on sensitizing the policemen to bring about attitudinal change in their thinking behavior and perception. 

JUVENILE ISSUES (www.dpjju.com): 

          Special Police Unit for Women & Children presently functioning from Nanakpura, South Moti Bagh, New Delhi-110021, is also the Nodal Agency on Juvenile issues under the overall supervision of Joint Commissioner of Police as per mandate under Juvenile Justice (Care & Protection) Act, 2000. The responsibilities of the unit include liasoning and coordinating with stake holders, monitoring various writ petitions relating to juvenile, dissemination of awareness at Police Station level with the help of NGOs and Law Experts, monitoring cases/complaints dealt with in Districts relating to children on day to day basis, collecting information on Children in Need of Care & Protection (CNCP) & Juvenile in Conflict with Law (JICL) from all Districts/Units of Delhi Police, monitoring work of Special Juvenile Police Units (SJPUs), Juvenile Welfare Officers (JWOs), of District/Units as well as maintaining Web-site www.dpjju.com on juveniles, organizing training programme on Juvenile Justice System for Juvenile Welfare Officers as well as Police Officers of Delhi Police. 

XI)            TOURIST POLICE :-

Delhi is an important tourist destination and also transit points where from International and National tourists make further journey to various other tourist places. Some times, for getting tourism relating information the tourists becomes victim of the touts.  To help tourists, the Tourist Police has been set up in Delhi Police on 6.8.2004 and deployed at the 10 important places/locations i.e. IGI Airport, New Delhi Railway Station, Hazrat Nizamuddin Railway Station, Rajghat, Red Fort, Qutub Minar, Palika Bazar, Janpath, India Gate and Paharganj [Railway Station side]

          For complaints against police officers indulging in acts of corruption, negligence and malpractices, one can approach Addl C.P./Deputy Commissioner of Police, Vigilance Branch, stationed at Delhi Police Bhawan, Asaf Ali Road, New Delhi.  There is round the clock Flying Squad of the Vigilance Branch, which can be contacted at telephone No. 23213355 if urgent and immediate action is required. 

XV)   COMMUNICATION UNIT:-

            The Communication unit is functioning at 5, Rajpur Road, Delhi – 110054, This Unit provides wireless & wire line communication to all the Districts, Traffic, Security and all the major & minor arrangement in GNCT of Delhi.  This unit is responsible for the operation & maintenance of PA-100 system and wireless dispatcher system meant for PCR vans.  This being a technical unit, plans & execute various modernization projects in Delhi Police.

XVI)   ANTI-ROIT CELL, DELHI POLICE:-

Anti-Roit Cell is non-sanctioned unit. It has been especially been established for the ‘Pairvy and prosecution of Nov. ’84 Anti-Sikh Riot Cases.   The Office of Anti-Riot Cell, New Delhi is situated at PTS, Malviya Nagar, New Delhi – 110017.

(XVII) SECURITY UNIT:- 

          The aim of Security unit of Delhi Police is to provide a foolproof security to Hon’ble Vice President of India, Prime Minister of India, Ex. Prime Ministers of India, Council of Ministers, Head of States, Foreign dignitaries & other VVIPs and deployment at place of functions to be attended by Hon’ble President of India as well as other VVIPs. The Head Quarter of Security unit of Delhi Police is functioning at Main Security Lines, Vinay Marg, Chankya Puri, New Delhi. The Office of Jt.CsP/Addl.CsP/DCsP/Addl.DCsP of Security unit is functioning at Main Security Lines. However, the Office of DCP/Supreme Court Security is situated at Supreme Court Complex, Tilak Marg, New Delhi.  

XVIII) SINGLE WINDOW COMPLAINT ENQUIRY CELL/PHQ 

          A Complaint Monitoring and Tracking System has been introduced and a Complaint Cell has been created in all the Districts/Units of Delhi Police.  Complainants can check the status of their complaint between 10.00 AM to 5.00 PM on any working day from any of Complaint Cells of the Districts/Units.  A Single Window Complaint Enquiry Cell has also been set up at Ist. Floor, Police Headquarters.  

(XIX)                        SENIOR CITIZENS CELLS/POLICE HDQRS

                   The Senior Citizens’ Security Cells (SCSC) are functioning at PHQ and in all the 11 districts contact elderly persons living alone through telephones almost everyday for their safety and renders other assistance. Senior citizens living alone or with spouse are registered by Delhi Police.  They can also register themselves by contacting on telephone numbers 2340233, 23490010 Extn. No. 4336, Helpline No. 1291 or 1091, through Delhi Police website www.delhipolice.nic.in or through SHO/ACP/DCP office of their area.  Registered senior citizens are visited and also contacted telephonically by the PHQ as well as local police staff.  Complaints of senior citizens are dealt on priority basis. Security audit of senior citizens is also done by the local police.  Special helpline number 1291 (toll free) has been introduced to handle the distress calls from Senior Citizens exclusively. 

(XX)                            QUARTER ALLOTMENT CELL/POLICE HDQRS.

The function of this cell is to allot vacant government quarters to Delhi Police officers/personnel. An independent web-site i.e. www.delhipoliceqac.in is available in public domain containing various information i.e. colony-wise seniority list of police officers, fresh allotments orders, details of vacant quarters etc. 

(XXI)                         RIGHT TO INFORMATION CELLs.

For effective implementation of Right to Information Act -2005, Delhi Police has designated PIOs/APIOs/First Appellate authority in each District/Unit.  Moreover, Nodal Officers under Right to Information Act – 2005 are also designated under RTI Act- 2005 to obtain applications/appeals at a single point. 

8 & 12. Citizens/Public Interaction: -    Several Community Policing programs involving interaction of citizens for maintenance of law and order are listed below:-

1) Public Meetings :-  Regular public meetings are held at all levels with RWAs, MWAs, various Social Organizations and the people.

2) Involvement of School Children / College Students :-  Efforts have been made to involve school / college students in community policing initiatives.

3) Self Defence Training :- For school and college girls students were organized with the help of ‘Self Defence Academy’ of Martial Arts’ & SPUW&C / Nanak Pura.

4) Public Awareness and Education :-  A massive campaign was launched to make the people aware about the basic security precautions to be taken by them to prevent crimes.

5) Care of Senior Citizens :-   Regular interactions with senior citizens are maintained  at all levels and meetings have also been held with them to sort out any problem, being faced by them.  Any Senior Citizen of Delhi living alone or with spouse can register himself/herself with Delhi Police  through Telefax : 23490233,  Call 23490010 Extn. 4336, Sr. Citizens Helpline No. 1291.

6) Utilizing the services of Civil Defence Volunteers: - The services of Civil Defence Volunteers are being utilized effectively for maintaining Law & Order.

7) Functioning of Rape Crisis Intervention Centers: - To help rape victims all necessary assistance is provided by RCICs.

8)  Student Police Community Defence Programme: - aims to sensitize school going children for visiting to Senior Citizens, following up servant / tenant verification and responding to their needs empathetically.

9) Parivartan: - It is an initiative by Delhi Police to change the patriarchal mindset of society toward women.  The Mission of Parivartan is to reduce violence against women particularly rape in the city and to create an atmosphere of safety wherein women would feel safe and secure.

10) Navchetna:- A unique Police-Public Partnership Initiative
TO NURTURE YOUNG ADULTS.

11) AREA POLICING PLAN: It is a strategic policing scheme intended to blend our community policing efforts with professional District policing.  It envisages optimization of available police resources and eliciting maximum citizen’s participations.  It is to ensure result oriented effective policing on ground. Element of surprise, decentralized policing and people’s participation will be the three pillars of this scheme.  Element of surprise is to counter criminal’s imagination. It is also to instill uncertainty and fear among mischief mongers.  Decentralized policing is to activate Division Officers and Divisions of a police station as hub centers of area policing.  It increases the policing canvas manifolds making the police presence in the field organized, focused, responsible and more accessible. 

12)   Thana / District Level Committee: These meetings are being organized on monthly basis.

13) Eyes and Ears Scheme  and Tenant verification:

      Eyes and Ears Scheme:- Delhi Police has launched a scheme captioned ‘Public As Eyes and Ears of the Police’ with special emphasis to sensitize all the stake holders such as Rehri Patriwalas, Chowkidars, guards, vendors, parking attendants TSR drivers, residents/traders welfare associations etc. to keep a watch and look for suspicious persons and share the information with local police immediately.  Regular meetings are held by all the officers to sensitize and motivate them. 

(ii) Tenant verification:  In order to detect any terrorist or any person with a dubious character taking shelter in Delhi as a tenant, Delhi Police carries out regular tenant verification.  The owners of the house are required to inform local police whenever they keep a tenant.  Special drives are conducted for verification of tenants.

                    Provisioning and Logistics unit earlier known as Old Police Lines and later on Provisioning and Lines is one of the important unit of Delhi Police. This unit has been awarded an ISO 9001:2008   Certificate. Presently this unit is being headed by Joint Commissioner of Police, Provisioning and Logistics, Delhi ( First Appellate authority) assisted by One Dy. Commissioner of Police, Provisioning and Logistics, Delhi ( PIO/P&L)  and Two ACsP including one woman ACP             who are looking after the work of ACP/M.T./Mounted/ APIO/P&L, ACP-CSA/Kot and ACP/ Lines, DDO /HQ). Office of this unit is situated at 5, Rajpur Road, Delhi-110054 nearby I.S.B.T., District Courts, Tis Hazari and Secretariat of L.G., Delhi.

 

        

  

      Being the procurement unit and not a public dealing unit this unit has significant role in Delhi Police.  In addition to various administration branches as in other Distt./Units there are some important branches/ sections  functioning in this unit like CSA Branch ( Central Supply Agency), CSA General Store, CSA Clothing Store, Armory, HAMT, M.T. Operation, Central M.T. Workshop,  Mounted Police and  Auction Branch.

CSA Branch of this unit deals with the purchasing of  various items like uniform articles, Machinery and Equipment, Arms & Ammunition etc. for entire Delhi Police after completion of all codal formalities by floating  open/limited tenders as the case may be.  The items so purchased through this process are to be supplied to the Distt./Units of Delhi Police as per their requirement through  CSA General store, CSA Clothing Store and Armory.

Similarly, HAMT Branch of this unit deals with the purchasing of all type of vehicles Tyres, Tubes, Spare Parts and Batteries etc. after completion of all codal formalities by floating open/limited tenders as the case may be.  The vehicles so purchased through this process are supplied to the entire Distt./Units of Delhi Police as per their requirement through  M.T.(Operation)/P&L  Other items like Tyre , Tubes, and Batteries are supplied to Distt. /Units as per their requirement through M.T./ Store.

Mounted  Police

                Mounted Police is also the unique section of Delhi Police which is functioning under the administrative control of this unit. Presently there are 52 mounts at the strength of this unit, which are stationed at 6 various location of Delhi for the fulfillment of the requirement of concerned Distt./Unit. Bela farm near I.T. Park Shahstri Park is also under the control of Mounted Police which is to be utilized for the exercise / Practice of Mounts as well as their riders.

A on line Pollution Centre connected with Steate Transport Authority of G.N.CT., Delhi is functioning in this unit.  In this centre the pollution of all type of petrol-light vehicles of Delhi Police have been checked.
